I can't see from the photos if the number plate is supported by the pannier cross brace.  If it's not, perhaps they don't recommend it not because it can't be done, but because they are unsure whether the mounting is stressed to take the extra weight????

i havn't
but now you mention it  :thumbsup
i'll use a "p" clamp
if it breaks i'll get a second hand replacement  :augie
it seem quite sturdy though but only time will tell
