2006 Tiger gearbox

This is a question from an old dog learning new tricks!

When I'm not sure what gear I'm in, (this applies to both top and bottom gears) and I press the lever down or up to see it there's one lower or higher, the lever is completely unmoving, it doesn't rotate about the shaft at all.  On every other bike I've ever ridden, the lever rotates through a small sector.  Theres no gear selection of course, but the lever rotates.  Is the lack of movement on the Tiger normal for this bike?
