My mate's wife is only five foot two and rides a Bonneville. Although it has been lowered she rides in boots that are not quite as extreme as those but not far off. I still haven't worked out how she changes gear.

That's what the holes are for. Take out the front spring and I'm sure the gear shifter fits just right.

I saw a pic of an electric shifter to a servo on a bike.  Always a solution out there.
