Engine Temp?

According to the gauge on the dash, where should the temperature fall? In the middle like cars or lower or higher? I am asking because I recently acquired Tiger (2000) doesn't really get about the second line (10%) at the lower end of the temperature gauge. It will rise to about 25% if I sit in traffic for a while, but the is making me wonder if the thermostat has gone bad or has been removed.
