Steamer front brakes

How can I improve the front brakes ???  I've fitted Goodridge brake lines, changed brake fluid ( DOT 4 ) fitted EBC HH pads but still find the brakes lacking in bite.  The Beringer upgrade costs best part of £1000 so I won't be going down that road, can anyone recommend different pads, an affordable upgrade or some advice on how to improve the stopping power ???
