Pannier fitting instruction

I finally managed to get a decent set of panniers and the fittings, all seems straightforward apart from the fact that no matter what I try I cannot  get clearance between the silencer and  the rear mount bracket, I wondered if I was missing something, Any one got fitting instructions!! regards Kenny.

Thanks for the reply, I solved the clearance between the bracket and the silencer, but I know the two brackets that fit the footrests are missing!
