98 tiger Fuel cap leak

I just picked up a used tiger and noticed fuel leaking through the cap when filled.  Am I just overfillign this, is it intended to vent or can the rubber ring on the cap wear?

I have a 97, I fill mine up to the metal ring nearly. There is a collection area around the hole that is supposed to allow for rain/water to drain from the area, this is connected to the rubber hose on the right rear of the tank if its the same as mine. And yet the cap should be "O" ringed or sealed and shouldent spill gas out the external area of the tank if it expands or gets shaken up.
