Front Wheel Bearings

I'm trying to fit a pair of new bearings to the 'Girly' wheel I bought.. wish I'd never started as the ones in there were 'OK'..  :roll:

I've got the 'speedo' side fitted and circlip in the groove, but when I knock in the other side it doesnt fit flush with the hub... is that correct?

assuming so, the spacer is touching both bearings inner race so that when you turn one bearing, the other side moves? is this correct?  I didnt think it was?
as you move the bearing round they feel 'ok' but then there is a tight spot... the bearings are fine out of the hub, so I'm guessing theres something wrong with the spacer?

any thourghts?
