Fuel tank shakes a bit?

A speeds above 55, or in much wind, the very front of the fuel tank begins to shake a bit. Is this normal, any way to firm that up some? Seems like a fastener epoxied to that inside edge or maybe some snubber bumpers.

Are both the support rubbers present on the frame stubs? They locate in the front inside of the tank but can come off fairly easy.
