Dashboard Lights / Kill Switch

Last fall, I left my bike parked for 3-4 weeks without riding it. The next time I tried to start it, the bike cranked, but wouldn't fire. I could hear the fuel pump running. Anyways, I still haven't settled that problem, but have noticed the following:

while flickering the kill switch (red button), I noticed that in the OFF position the dashboard warning lights would go out. Is that normal? I never paid attention to this before...
