I have OEM panniers fitted to my bike, they rattle over bumps etc from the bottom brackets, should there be any type of rubber packing in the pannier "U" metal mountings as they seem a very slack fit to the the frame mounts.

Get yourself some rubber hose and cut a piece off the end and slip over that
piece to tighten up the fit. I used several wraps of black vinyl tape... it has lasted
about 4 years now.... but the hose would be better..
