mikuni vacuum caps

Should all 3 carbs have a cap on the vacuum nipple? My carb on the 3rd cylinder doesn't, but this may have been due to a scott oiler on in a previous lifetime. I would have thought all should be capped  but ,,,,, the diaphrams need to also vent to atmosphere somewhere.
